Just when the teams were preparing to retire from first-half action, Galaxy's new Bosnia-Herzegovina signing Dženan Zajmović produced a deft goal with a curling shot at a time when Keet was well off his line, to double his side's lead.
City were far more penetrative early in the second half and managed two shots on target but goalie Tapé averted danger and the visitors came away empty-handed.
Late in the match, Aprocius Petrus, City's defensive midfielder came close but struck the crossbar. Galaxy scored in injury time but the goal was controversially disallowed.
City return to action on Wednesday when they host struggling Golden Arrows at Athlone Stadium.
