WATCH | EMPD spokesperson testifies at Madlanga Commission on alleged corruption in Ekurhuleni

EMPD spokesperson and head of the media and public relations unit, Lieutenant Colonel Kelebogile Thepa, is currently testifying before the Madlanga Commission on Friday morning regarding alleged corruption and misconduct in Ekurhuleni.

Thepa is expected to provide testimony of the alleged misconduct and mismanagement in relation to the allegations that the former city manager, Dr Imogen Mashazi, and the suspended EMPD acting chief, Brigadier Julius Mkhwanazi, ran Ekurhuleni amok.

Her testimony comes after several witnesses told the commission about the infiltration of the city.

On Wednesday, former Ekurhuleni HR head, Xolani Nciza, detailed to the commission how Mkhwanazi fabricated a memorandum of understanding (MOU) to grant policing powers to a private security company linked to alleged criminal kingpin Vusimuzi “CAT” Matlala.

According to Nciza, the documents were a fraudulent draft, falsely presented as an official agreement between the municipality and Matlala’s firm, CAT VIP.

“There is no memorandum of understanding that existed between the municipality and CAT VIP. What existed was a draft, and a draft is simply that,” Nciza testified.

The commission heard that Mkhwanazi was protected by Mashazi, who according, the witness, even stopped disciplinary action against him.
